Department store owner J.P. Merrick finds that several of his employees are unionizing to get more money and better working conditions. In order to find out who the organizers are, he gets a job at the store as a shoe salesman. Not realizing his true identity, he's befriended by Mary Jones and Joe O'Brien, the two ringleaders, and Elizabeth Ellis, a charming older woman with whom he develops a romance.
In 1884 lumberman Barney Glasgow leaves his true love, saloon singer Lotta Morgan, to marry Emma Louise, his boss's daughter. His buddy Swan Bostrom marries Lotta instead. Barney becomes a lumber magnate by stripping the Wisconsin forests, without re-planting. After 23 years, Barney finally visits Swan. Lotta has died, but Barney is smitten by their daughter Lotta Bostrom, who looks almost like her mother. His lavish attentions to Lotta create gossip and a rivalry between Barney and his son Richard.

Big Louis Costillo, last of the old-style gang leaders is slain, and his former bodyguard Tony Camonte is taken into custody. Since Costillo's body has never been found, the police have to release him, though they strongly suspect Johnny Lovo paid Tony to remove Big Louis. Passing through a small town, Joe is arrested for kidnapping. A lynch mob burns down the jail and Joe is believed killed. The incident has been captured on newsreel film and, for revenge, Joe urges his brothers to use the film to prove the mob guilty of his murder.
